If Jay-Z's "4:44" Is Such A Hit, Why Isn't It On The Billboard Charts?

Jay-Z released a hit album 4:44 on his own streaming platform Tidal, and collected a platinum album in the process.
So if the album, which was released on June 30, was such a hit, why isn’t it on the top of the Billboard charts this week?
Since the album was released on Tidal, and nowhere else, many fans have been in limbo as to where and how they can listen to the album if they don’t want to subscribe to Jay’s new service.
The Tidal only release has also impacted, traditional industry reporting on the numbers, hence the absence from the Billboard charts.
According to multiple reports, Jay and Tidal did not report sales numbers to Nielsen, the company the tracks record and streaming sales in the United States
